Until late 2005, Saudi Arabian General Authority of Civil Aviation

(GACA) was a typical service oriented government department dependant on state

funding to manage and operate all of its 27 international, regional and domestic

airports in the Kingdom of Saudi Arabia. However, in 2006, GACA became a self-autonomous,

corporatised organisation with a view to be fully commercialised within ten
