Northern Capital Gateway Consortium is a consortium of Fraport (35.5%), VTB Bank (57.5%) and Copelouzos Group (7%) that will develop, reconstruct and operate Russia's St Petersburg Pulkovo Airport under a 30-year PPP deal.
