US Airways requests a second waiver of its start-up condition for scheduled combination services in the Philadelphia-Beijing market. In support of its request, US Airways states that the global economic recession that immediately followed the unprecedented run-up in the cost of fuel last year has made the start of new China service unfeasible for the near-term. The carrier further states that it will be better able to sustain new China service once the economy and demand for travel recover. Accordingly, the carrier requests an additional waiver of its start-up condition through March 25, 2011.
We have decided to deny US Airways’ request for an additional waiver of the start-up condition for the subject Philadelphia-Beijing service at this time. The request is premature, as we cannot anticipate what the prevailing market conditions will be so far in advance of the end of the current waiver period. This denial is without prejudice, and the carrier may reapply closer in time to the expiration of the first waiver (March 25, 2010) when we will be better able to assess whether an additional waiver would be in the public interest based on the circumstances then prevailing.
