CAAC outlines need for further civil aviation reform

CAAC stated (25-May-2016) China's 13th five year development period, between 2016 and 2020, is a "critical period" in China achieving its strategic goal of becoming a "strong civil aviation nation," adding it still faces a large number of challenges such as insufficient safety resources and a "structural imbalance in development." As such, CAAC said it will intensify civil aviation reform, which will include expanding air rights and improve the way it allocates international routes to domestic airlines as it tries to encourage them to participate in the international market. It will also allow more independent pricing by airlines on domestic routes as well as study financial resources and using the civil aviation development fund to subsidise different business models.
